You can have a winner even with a 2-3 megapixel camera if you find the right moment, maybe not super professional when it comes to quality but its the moment and the BIG PICTURE that counts...My opinion. Underwater photography has been the main reason to dive for me since 2011. I've been traveling extensively in Southeast Asia, and diving as often as I can.
